Seems he won't be doing it. The new department that David Davis has got will be responsible for the exit negotiations. Boris get to deal with Putin & Trump

He won't be doing the actual negotiating, but surely that is beside the point. Someone being foreign secretary who is despised in the EU is not sending out the right signals? Next Monday Johnson is supposed to attend a meeting between his new EU colleagues and John Kerry for talks on Syria.
