I'd say a bit of both.

There was a lot of loud talking about nothing in the background, male voices and a few shrieks and giggles. It didn't sound much like legitimate work talk. More like busy pub talk.

On top of that it was as if the audio sensitivity of the phone had been turned up to the maximum. Lots of white noise....a bit like the cabin hum of an aircraft in flight, amplified to a ridiculous level, almost drowning out the voices of those on the phone.
