Indeed. Perhaps something akin to a supermarket doubling the price of an item, for the legally mandated minimum period, then bringing it back down to where it started, but labelling it a half-price 'bargain'? Make things soooooo bad, then bring it back to 'normal', and it seems, at the very least, like an improvement, and maybe even 'naughtier'...

Likely the "naughtier" is an entirely empty phrase trying to make something out of a nothing enforced move. Written by some marketing geek fresh out of uni that has no say or impact on the show output whatsoever.
