wonder what will happen to sites like this when the new regualtion comes in ? they could argue that the site makes money from the banners and streams and therefore is a commercial site and will need to be behind adult verification ?

You're probably right, but if so that makes Twitter a site which would have to introduce age verification if they want to comply with UK law. Twitter has a great deal of adult material posted there and takes advertising.

You could say the same thing about Tumblr too & the photo sharing sites
