The worst thing about Ofcom is they full well know these complaints are malicious rather than genuinely well motivated. Funny how complainers always happen to be on the 900 number channels at the precisely moment of incident.

There should be change to the conditions for investigation, a minimum number of complaints such as 10 or 20. A single complainer out to get a channel would at least have to work harder.
