There is more than enough evidence to alledge that Ofcon collude with the broadcasters to allow a certain amount of explicitness.
Full on penetration and full on fellatio are the two great no-no's though.
I believe that if the output on TVX, Playboy et al were submitted to BBFC, then every night, at some point,it would receive an R18 cert for the broadcasts. A lot of it is dross, I concur, but it would still get R18 for certain scenes.

Indeed. But the con isn't solely restricted to the illegal ban on R18-type material. The 'reason' given to ban R18-type material is that some under eighteens can access and even purchase adult rated material.
Of course, the BBFC (in consultation with the public) have drawn-up a set of rating guidelines. Any material (e.g. horror, violence, sex, drugs etc.) that is deemed unsuitable for the under eighteens is given an 18 or R18 rating. The Comms Act says OFCOM are to protect the under eighteens - full stop. So, if OFCOM can't protect the under eighteens from R18-type material without banning it then, they cannot protect the under eighteens from ANY OTHER 18+ rated material without banning that also.
So, there's the REAL con. There's is no need, no necessity, no reason whatsoever to ban any other 18+ rated material despite the PUBLIC and BBFC doing their bit to protect under eighteens from exposure to drugs, violence, adult themes, explicit language etc. etc. etc..
And let's face it, the piss poor shite that gets passed off as 'adult sex material' isn't really suitable for 10 year-olds is it? No. So, if OFCON can claim to be protecting children from the 18+ rated 'OFCOMcore' 'adult sex material' with their mandatory PIN bollox (despite their so-called reaserch showing otherwise), there's no reason to prevent adults accessing real adult sex material rated R18 behind the same totally ineffective mandatory PIN.
The fact remains that 18+ rated material containing violence, bad language, sex scenes, adult themes, drug use, murder, rape and robbery etc. goes out unhindered after the 9pm watershed on virtually all FTA channels. Any under eighteen still watching after 10pm will undoubtedly be exposed to this type of adult-only material which, by public consultation with/by the BBFC, has been deemed totally unsuitable for under eighteens to see.
Now, what HARD EVIDENCE do OFCOM possess that PROVES this 18+ rated material is NOT a danger to children (which means the BBFC are redundant) and allow its transmission but, R18-type material is such a danger to BOTH adults and children that they can ban adults access to it? Without such HARD EVIDENCE, OFCOM are in breach of our Fundamental Human Rights and are thus a bunch of FUCKING CRIMINALS - and I've only been saying this for the past 6 years...
