This is the outlined proposed for the UEFA Nations League & Euros, 2020 Qualifying
After the 2018 World Cup is over and done, the 55 UEFA countries will be divided into four leagues (ie tiers) based on their coefficients after the World Cup in 2018. Tiers 1 & II will have 12 teams each, tier III 15, and tier IV 16.  Within each tier teams will be further divided into 4 groups of 3 or 4 teams.  Within a group, from Sept-Nov 2018, teams will play home and away on international breaks.  The winners of the groups in tiers II, III and IV will all be promoted for the following season/competition, and the bottom teams in each group in tiers I, II and III will all be relegated.  The group winners from tier I will all play in a final four tournament in Summer 2019, with one of the four being the host country.
UEFA 2020 Qualifying
The 55 teams will be drawn into 10 groups of 5 or 6 teams, with the top two in each group going through to the finals in 2020.  The "final four" from the UEFA Nations League will be guaranteed slots in the groups of 5.  That will make up 20 of the 24 teams in the finals of the competition.
Now, each Nations League tier will be allocated one of the four remaining UEFA Euro 2020 places. Four teams from each tier which have not already qualified for the Euro finals will compete in the play-offs for each tier, to be played in March 2020. The play-off berths will be first allocated to each group winner, and if any of the group winners have already qualified for the Euro finals, then to the next best ranked team of the tier, etc. If in any tier, there are fewer than four teams which have not already qualified for the Euro finals, the play-off berths will be allocated to the next best ranked team of the following tier, etc.
The play-offs will consist of two "one-off" semi-finals (best-ranked team vs. fourth best-ranked team and second best-ranked team vs. third best-ranked team, played at home of higher-ranked teams) and one "one-off" final between the two semi-finals winners (venue drawn in advance). The four tier winners will join the 20 teams which have already qualified for the Euro finals. This means at least one team from each Nations League tier will qualify for the Euro finals.

Four more points should get them safe I think but knowing Wolves as I do I will not take anything for granted .
