This is nothing to do with the police and it's nothing to do with any new law either. It's the copyright owner taking legal action to prevent the illegal sharing of their own copyrighted material.

bit of an exagerration on porn downloaders in the UK - i think its a lot lower than 1 in 10 that downloads porn at all, let alone daily.

having said that, there are much more countries than 107 - there are around 60 countries in europe alone - just going by fifa world rankings there are over 210 countries and some are not on that list - so it may be more than that number you had of 738 million.

at the end of the day its bullshit and the copyright can kiss my japseye
