To be honest I think a lot of the babes are happy with the current rules in place as a lot of them are getting away with making rank rotten shows and are using the ofcom rules to their full advantage. If the rules change we'll still be lumbered with a lot of dead wood for a while yet, but yes the more signatures we get the more realistic chance we have of getting shows more fitting to this kind of market.

The current number of members on this forum is 53,703, so if they all sign the petition we're over half way for a debate in parliament.

Call me an old cynic and you will and I understand that slight variations in your details might side step the authorities but there will be plenty of people signing this and other epetitions who will in all good faith enter their correct details.
So, what will be done with their details. Well, I suspect that if you are signing an epetition that agrees with government policy, not blaming this governement they would all do it if they had the chance, you might suddenly find e-mails and posted literature encouraging you to for vote for them and encourage your friends to vote for them at the next election.
If you sign an epetition that disagress with government policy and may I say actually disagrees with capitalist consumer led economies that you might end up on some sort of 'troublemaker' list.
But this is just me being paranoid. I'm sure that if you sign an epetition that is anti-Establishment and against current government policies that the authorities will have no interest in you whatsoever.
