Not really. I don't know the technicalities but I wouldn't think a single text page can't take up much capacity and the channel numbers can always be swapped around according to need.
I doubt that the message uses much resources.
When changing to the channel, a little box pops up for a second saying "loading interactive services".
The full message appears a second or so later.
I assume it is something like the teletext service, in that the data just has to be loaded once and then stays in the TVs memory.
They only need to transmit the info every few seconds to catch people who just tune in to it.
Since the ch99 signal is multiplexed with other channels anyway, very little of the total bandwith for that multiplex would be required.

LCN20 has been renamed Channel One. Some boxes will need rescanning; others detect the new service name automatically.
