No they can't. UEFA can't change the rules immediately otherwise it would just be appealed to the Court of Arbitration for Sport. The existing rules therefore do matter, at least until the end of the season.

A tough one for 'Arry today.
Top of the table clash at Burnley. I have a feeling this game will define our season whether we go up as champs or via playoffs. Whether it will be an open attacking game by both sides remains to be seen, but I think this is a game we can't afford to lose. If we lose this one we can certainly kiss the title good bye as think Burnley are on the top of their game. they way they are playing at the moment, suggests they will be hard to break down in defence and we need a strong alert defence for this one after the late goal we conceded at Millwall last week. We're unbeaten but I think we could lose that today.

Therefore UEFA need to be handing the referees a directive before the next set of matches that says they have to be way more sympathetic to players in future and take players off at the first instance of any racist abuse.
The officials in the CSKA stadium were in my opinion were not strong enough. but now CSKA should be made to play their remaining home matches behind closed doors for the duration of their participation of CL. And then they (UEFA) should seek backing from the Arbitration of Sport for immediate rule changes so that they show they are prepared to get tougher with clubs who allowed so called 'supporters' to drag their fair play & the racism campaign through the gutter like CSKA did. CSKA's attitude to me shows how Russia will handle this in the 2018 world cup and if they allow this then I don't think it would be a very healthy atmosphere to play the competition in.
