It doesn't look like the babe channels are allowed to use strong sexual explicit language at any time , Elite TV were found in breach for letting their girls use explicit language on the mic , this was detailed in a Ofcom bulletin that came out on the 08/11/10 (issue number 169), PrimeTime TV the owners of Elite were found in breach for their girls using sexual explicit language on 2 separate dates , one was for what the girls said on the mic beetween the hours of 22:00 to 22:14 on one date and the other was at 00:30 on another date, Elite conceded this shouldn't have been allowed and offered Ofcom their sincere apologies for airing this content, Elite blamed a inexperienced producer and informed Ofcom that they had removed the producer that let this happen from their employment .

The encrypted channels that broadcast strong language on their 10min freeviews throughout the night are not classed by Ofcom as teleshopping channels , the free to air babe channels operate under teleshopping rules, according to Ofcom the free to air babe channels because they are classed as teleshoppng have less leeway in language explicit content etc , this imo is absolutely stupid , like you say on the encrypted channels freeview sections the girls are allowed to use explicit sexual language , so what's the difference ? they are both advertising something , it's just Ofcom being vindictive towards the free to air phone in babe channels imo .

Firstly, it doesn't matter a jot if ' someone working on the channels' told you, doesn't matter if a high court judge told you, or the damn Queen for that matter. Ofcom make and apply the rules no-one else, it only matters whether they say it's allowed or not, and the fact is they don't, they make it crystal clear that explicit language is a no-no.
Secondly, as stated already the babe channels are classed by Ofcom as shopping channels, as their main purpose is to advertise their phonelines. TelevisionX is not classed as such, so the rules that apply are different. You may disagree with that, but that's how Ofcom see it, and once again, they are judge jury and executioner here.
