Well as someone else has already said, it seems like a funny thing to announce if it were not true. If she'd said a throwaway comment like, "Hey guys, stay tuned cos things are set to get better in the near future" then you could, and probably should, put it down to marketing spiel, but to actively announce they have a second Dutch license without it being so, doesn't really add up.
Of course, none of this means change is guaranteed.
Incidentally, would this new license affect all the BS channels or just 906?

I haven't seen the clip of what was said, but as I understand, she said they 'have a new license' which allows them to go further than before. The dutch license was speculation from this thread to try to explain what was meant by this, but it could still have been a throw away comment said in the heat of the moment by an over enthusiastic girl trying to fill 30 seconds of mic time.

Each channel has it's own separate license, the sky channels and freeview channels all require individual licenses. So if there is a new license, it would only be applicable to one channel. Of course, if it is true, then they could have replaced all their ofcom licenses. We just don't know
