BS broadcast programs on three Sky channels, these are 906, 908, 909, only 906 has a Dutch licence, the other two are both Ofcom regulated.
BS broadcast live programs on four Freview channels, these are 172, 173, 174, 175. Freview Ch 174 is the encrypted/pay per view channel and has a Dutch licence, Freview Ch 175 has a Ofcom licence, Freeview Ch 173 has a Dutch licence but shows the same feed as Sky 909 with the Ofcom licence, so this channel also has to be Ofcom compliant .
Freeview Ch 172 shows the same feed as the Dutch regulated Sky 906 channel, it's still not been verified what licence Freeview Ch 172 uses, all we know is that Tiffany said a month or so ago that we've now got a new licence on this channel, so we assume it's now Dutch but that is not certain . So if Freeview 172 has got a Dutch licence then only Sky Ch 906 and Freeview 172 of the free to air channels are out of Ofcom's jurisdiction and they show the same feed .
BS/ Cellcast don't have any licences of their own, they just broadcast programs on channels and Licences belonging to other company's .

Yes what is correct is that channel 906 is non Ofcom regulated and the other 2 have an Ofcom licence but ultimately the licence holder that is Cellcast is based in the Neitherlands so subsequently holds a Dutch Licence. It's a complicated loophole but one that has worked in their favour in order to keep Ofcom of their back's.

From what i can make out Cellcast isn't the licence holder of Sky Ch 906 or any Freeview channel, Cellcast UK uses the licence and channels belonging to this Dutch Company based in Holland (i think)

Game Networks also own the Sex station web show, it says so on the Sex station website. I think but not 100% certain that this Game Network company is the company that used to run and own the original channel that BS first started to broadcast on for a few hours back in 2002 .
