Pretty sure it's Camp Nou, I was there last year, When you see it from outside it's amazing it can hold 99,000+, Think it's 3rd biggest but the other 2 have partial roofs (Salt Lake in India 120,000 & Azteca in Mexico 105,000+) Surprised the Maracana only holds 88,000 but it holds the official record of 199,000+ for a game.

A very good effort lads, but Camp Nou does have a roof on one side, as this picture shows

The answer is Stade Vélodrome, Marseille, with a capacity of 60,000. However a roof is currently under construction there and should be finished in 2014. It's part of a package of improvements to stadiums in France in preparation for the hosting of Euro 2016.
