because the films were just remakes of shows that had been shown on tv already, so as not being new shows they are regarded as a tribute to the tv show and not part of the tv show,
as for Paul McGann that counts as it was a tv pilot made for US tv that sadly was not picked up for a full tv series, if is important to not the Paul McGann then had a full run as the 8th dr in audio form so was a full dr
peter cushing's dr who is nothing with the tv series, in the films he is human and a scientist who makes the tardis.
The Paul McGann tv movie was so bad hence no new series until 2004/05. McGann would have been a good dr if it was done with a better script, storyline and direction.
Cannot wait for this saturday evening.

Those films aren't fantastically brilliant , but they're not completely unwatchable either.
Was great seeing them as a kid at a time when, even when Dr Who was still on TV in the late 70s/early 80s, the Daleks didn't appear much or that regularly, and the film ones look a bit more beefed up and impressive than the rather battered and aged props that Tom Baker was throwing his hat over the eye stalks of in "Destiny of the Daleks".
(And even though for some bizarre design choice in these films their weapons shoot steam like demented fire extinguishers.)
And the second film will mess with the heads of kids today who think of Bernard Cribbins only as Donna Noble's granddad ! (If they recognise him).
