I see in his Afghanistan press conference he seemed to admit that taking troop descisions is different when you are President rather than a knobhead throwing rocks at Obama on twitter. That's progress of sorts I suppose and it's only taken him 8 months.

The houses can only make requests or suggestions for names. It's the secretary of state for the navy who decides on ship naming, but he works under the direction of the president who is often the real decision maker.

Congress can still have a big influence. When Clinton was president they persuaded him to allow a ship to be named after Raegan, although presidents usually only allow ships to be named after members of their own party.
