Palestine isn't. Because a certain country beginning with I always objects to any recognition of a state of Palestine, which the US always backs them up on.

It's like when Charlton redeveloped the Valley, and shared with Crystal Palace (I appreciate this might not be the greatest use of metaphor but anyway). Palace did not say "you can't stay here for ever" whilst simultaneously vetoing the rebuilding of Charlton's ground, because that would have been bloody stupid.
