Coronavirus - is enough being done to contain it?

If my parents next door neighbours - either side of their house - tested positive would that prevent me visiting them and them visiting me?

Uk will shortly advise all elderly over 70, and other high risk groups to self-isolate for several weeks at a minimum.

Our postie couldn't hand me the parcels this morning they had a directive not to do so any longer, but to put on doorsteps and retreat if too big for letterbox. Presumably that means you can't sign for delivery either?
