How did the NY Times get hold of that data - did they use a freedom of information request if such a thing exists in the US?

The US does have a Freedom Of Information Act, but it can't be used to obtain anyone's personal tax records, as that kind of personal information is protected by privacy law.

so how did they access it?

They have a source, i.e. someone leaked the information.
