This came up in the earliest days of his presidency and Sean Spicer cleared it up: "The President is the President of the United States, so [his tweets] are considered official statements by the President of the United States".
That line has been repeated several times since.
That's why the MSM can't ignore a single tweet -- these are all 'official' pronouncements from the leader of the Executive Branch.
Let's be clear though -- I really don't believe that even Trump believes a word of that QAnon horseshit. I don't think he's a nut with a sword slaying imaginary dragons. But I do think he's clever enough to know that the more dust you throw in the air, the less easy it is for people to separate fact from fiction.
He doesn't really care if anyone believes QAnon or Proud Boys or any other nutty fringe group. He just wants you to NOT believe the New York Times, CNN, Chris Wallace, Mitt Romney or Anthony Fauci. Every day of his presidency has been an assault on fact, science, journalism and truth, with but a single purpose: to make sure that his supporters ONLY believe him.
That way he can ladle out whatever daily portion of bullshit he produces to serve his own needs -- for example: antifa is lighting cities on fire.
Trump has two Twitter accounts, one is the official Presidential account given to him and the other his personal one. If the media pay far more attention to the latter, that's their issue.
And he's right about CNN and the NYT. This isn't even a partisan complain, no one takes them seriously over their shoddy opinion pieces masquerading as journalism.

This is the issue that has been clarified many times from the podium.
Trump doesn't tweet in a 'presidential' capacity from the POTUS account and in a personal capacity from his personal one. Every tweet from both accounts is -- we are told -- an official statement from the president.
Indeed, it was from @RealDonaldTrump that we learned that the USA was pulling out of Syria and from @RealDonaldTrump that we found out the president had COVID.
If @RealDonaldTrump retweets a paranoid conspiracy theory or a racist dog whistle or some other divisive lie conjured by a Russian or Chinese or Iranian bot -- all of which he has done on multiple occasions -- then that is misinformation coming directly from the White House.
An that's just a pathetic state of affairs. This is what's become of the shining City upon a Hill?

No one gives a fuck about the podium. The press secretary holds hardly the same importance as the Attorney General. However, his tweets on his POTUS actually have been more 'Presidential' than his tweets on his personal one. He's not always consistent but he's hardly breaking the law. I know it's a difficult concept for us European plebs to wrap our heads around but Americans do have the First Amendment and that applies to the US President too.
And if there is 'misinformation' coming from the White House, that doesn't necessarily mean there is an abuse of power occurring. So he retweets things that he may not have full knowledge of their true nature and origin, what a nefarious conspiratorial man he is who is defiling the perfect White House. Cry me a river.

I'm not losing out any hope for The Donald but I do think that if he does lose the election (without any mail in voting corruption sponsored by the Dems) I think the American people in the not too distant future will regret not voting him back in.
I'm not a religious person by any means but I see Trump as the real life equivalent of Jesus Christ. He came here to drain the swamp, to bring to the fore the cultural issues that need addressing like immigration, Islam and protecting the working class. Like Jesus, Trump was unlike any figure before him, the most unique of politicians. And if the Americans want to crucify Trump, they will regret it big time. I think Trump's impressive legacy will be intact and will age like fine wine once ratbag far left politicians like AOC, Ilhan and others lay waste to the nation. They'll be begging to bring back Trump.
