The 538 liveblog says that the Decision Desk standard for calling a race is when it falls outside the margin that calls for a legally mandated recount.

In Pennsylvania that margin is 0.5% where Biden currently leads by 0.46%.

The next batch of counted ballots should seal it.

Pennsylvania just added more votes, and once they were over 30,000 difference CNN gave Pennsylvania and the election to Biden.

The USA have also elected the '1st woman, and 1st woman of colour' to be Vice President.
