It did seem like Sadiq Khan was finding it a bib uncomfortable, but in hindsight I do think there was very little discusiion between councils, mayors, and such with govermnent going on before the original lockdown. and certainlu that seemed to be the case from what Andy Burnham said.

I get the feeling the final report will probably lay the blame squarely on Johnson, his cabinet,Hancockup and Cummings.
