So far, the only time The Rugi Awards has voted was in the very close Adele vs Caty Cole Quarter Final: in order to cancel out the vote by Forum Robot which was deemed 'unsporting' due to it being little more than a 'mask' account, rather than an individual.

They may have been encouraged to vote for her more now than when the original Awesome Babe rounds were made after her performances on The Pad recently and her night shows

You could vote for whoever you want in the Rugis, so while 44 people might like Sammie more than Alice, they might not like her over Evelynn, Fernanda and Dannii Harwood for example, who I think were the top three from The Pad in the Rugi Awards.
Kelly Bell was third in the Pad competition, not Dannii. I'd have thought you of all people would have remembered that http://www.babeshows.co.uk/showthread.php?tid=27215 And don't forget that Sammie beat Dannii in the semi-final.
As for gazfc's question about where have the Sammie fans come from, the answer is that they've always been there. She got the most votes in round one, and polled heavily in all the subsequent rounds. The reason why she didn't do so well in the Rugis may be because she's still a relative newcomer to the Pad, compared to the other girls.
Mind you, the voting patterns in the Rugis have at times been very different from this competition. Evelynn won the Pad vote by a distance, yet didn't make the last 16 of Daytime Babe of the Year. Alice finished a long way behind Cara in the Elite vote, and only qualified via a wild card, yet is currently ahead in the semi-final between the two of them.
And finally, my thoughts on the tie-break situation. If the votes are level, determine the winner from votes in the previous rounds. With this system, Danica would have qualified for the QFs over Emma Spellar, and Cara would have qualified ahead of Becky.
