It can be found in an undated doc outlining its interpretation of BCAP advertising rules at

"The first section quotes BCAP rules 4.1 and 4.2:
BCAP Section 4: Harm and offence Rule 4.1: Advertisements must contain nothing that could cause physical, mental, moral or social harm to persons under the age of 18. Rule 4.2: Advertisements must not cause serious or widespread offence against generally accepted moral, social or cultural standards."
The second section spells out what Ofcom thinks this means for FTA Babe channels.
Note that they say Rule 4.2 applies to encrypted channels - I was very clear that the consultation and move from Editorial to Teleshopping only applied to FTA channels.
Generally Acceptable Standards has been applied to encrypted channels by stealth. Before they could do anything except P18.
Note that the second section - the detailed list quoted above - is Ofcoms
interpretation of the BCAP rules. I can understand that they might argue that Generally Accepted Standards are the same regardless of whether one is talking about drama or adverts, so the same research applies. And at a stretch I see that previous rulings for Editorial material therefore apply to Advertising and it is helpful to summarise these.
BUT they go beyond this.
No previous ruling has spelled out no bare breasts before 10pm. I WILL be complaining about Nivea adverts.
Previous rulings have NOT found spitting to be in breach. In has been mentioned in Descriptions, along with stockings and stillettos, not in Decisions.
The midnight ban on (non-explicit) sexual language is new. No previous ruling has been this clear, and 11pm has usually been regarded as the upper end of the watershed. Now we have a 3 hour transition.
Fact is this represents a tightening up (and clarification) of existing practice and procedure for both FTA and Encrypted material. The consultation gave no indication that this would be the case. It was not in the Impact Assessment. Every single Babe channel and every single viewer may have grounds for complaint on grounds of misleading action and financial loss (broadcasters only).
The doc can be found on the Ofcom website, but only with difficulty, by following these options:

The Ofcom search function and Google both go direct to the doc, but not where it is linked from, because the link uses different wording.
Almost as if they were deliberately hiding it.
Or just plain incompetent at making information accessible.
