the objective financial fair play is that the owners are only to put around £30/40m a year, the club must break even over a period of time (3yrs i think), the owners can put as much money as they want into developing the ground, training facilities, the academy etc. this is meant that clubs only spend the money they make but there is a suspicion that the owners will find around the limit of cash injection of £30/40m through sponsorship, the shaikh at man city, abramovich at chelsea might use their companies in sponsoring the club.

That is absolutely the reason why I think this is a non-starter; as Bigguy says above, the mega-rich owners such as Sheikh Mansour at Manchester City and Roman Abramovic at Chelsea will almost certainly look to balance the books by off-setting certain monies to certain accounts in order to counteract this supposed UEFA threat.
Abramovic only last week showed how unconcerned he is by this threat, when on the same day that Chelsea revealed a £70million loss for the past financial year, he gave the go-ahead for a further £70million worth of spending on two new players - hardly getting his financial house in order is he?
And like you say, MrHead, the ever-impending spectre of the breakaway 'European Super League' is always there; personally I can't ever see that happening as the same old clubs would soon become bored of playing one-another (at least in the Premiership there is always the odd breath of fresh air such as Blackpool or Hull City) and attendances would soon suffer due to apathy. But whilst the very threat itself is there as some sort of a blackmailing tool, then UEFA will always go down on their collective knees and suck up to the European giants (no pun intended MrHead...well, ok it was).
