So is it true to say that all these new AI tools require lots of computing power to work properly and even the latest fully speced out state of the art laptops and desktop computers struggle to do tasks efficiently?

seems to be the case atm....but there are ways to do it using cloud machines.
The cloud machines can perform the task much much faster.
Most offer free services for short videos or add a watermark. Pay to upgrade to full version.
