There is no way a regulator like OFCOM who have such wide ranging responsibilities for the licensing of all UK commercial television and radio services will be abolished. They have already survived a review (2005) when the current government appointed Philip Hampton to look at all enforcing authorities (The Hampton Report) and their impact on small and medium sized enterprises. OFCOM as an economic regulator was left out as all economic regulators were scrutinised in 2001, even though OFCOM did not exist until 2003.
What Cameron said on Monday was that he would look to take away OFCOM's policy making powers and return them to the DCMS. So whilst OFCOM will not exist in their current form they will still exist to deal with spectrum licensing and ruling on breaches of the broadcasting code.
So no change there then for us babe channel viewers.
What pisses me off is that there is no appeals procedure when decisions are made to sanction/penalise babe channels. Yes there is a review procedure but this is not wholly independent of OFCOM. So justice cannot be seen as being done.
What was required under the review in 2001 was the setting up of an independent appeals procedure, which the government signed up to, for all economic regulators so that channels subject to enforcement had a fairly cheap avenue for appeal rather than a judicial review that is discriminatory (on cost grounds) against small operators.
There was a recent judicial review against a licensing authority where one of the adjudications dealt with peoples expectations. Whilst i have a copy of the full decision i am still awaiting some final information from the particular licensing authority before posting in the appropriate 'expectations' thread.

If the Tories do get in and review Ofcom, hopefully the BBFC will get a slap as well. Not that i'm yet convinced another Tory government would be the best outcome.

No Government will replace Ofcom or BBFC censorship with direct control from the mininstry because they know individual Ministers and even the PM of the day will get hammered every time there is an unpopular decision.

Imagine the pressure on Harriet Harman from the Islington Lesbian Bicycle Women's Vegetarian Collective to ban BangBabes, or from Mums With Downs Kids to lynch Frankie Boyle, or even the Sikh community if a controversial play was televised. But they'd also get hammered byGuardian readers for giving in and pulling Jerry Springer The Blasphemy Song, or Dutch avant-garde nude ballet.

Whatever decision they made, it would be unpopular with some large influential group, who would campaign to get the politicians sacked. Having civil servants take decisions wouldn't help either because the politicians are (supposed to be) in charge.

No, "they" want indepedent bodies to take the decisions.

What matters is how those independent bodies operate.

I'm still optimistic that the babe channels will benifit from a torie government, lets face it Rupert Murdoch is very friendly with David Cameron who just happens to own sky tv and I'm pretty sure that under the tories ofcom will be abolished, giving the power back to the channels. At the end of day the government has more important issues to be concerned with than of the sky adult channels, just remember under the thatcher era, the amount of late night filth allowed to view was massive and nobody battered an eyelid.

RE: Tory plans for Ofcom
This country has always shyed away from explicit content, whether it is theatre, film or TV. We have been stuck in Victorian Age now for 100 years, the tiny glimmers of light that were allowed to shine into the sexual arena are again seeing the doors slammed, shutting out what little light was shed. This new era of censorship is far beyond what is realistic and can only be described as draconian. The Authorities assume every one is a sex offender who ventures outside either marriage or a steady relationship/partnership to seek sexual pleasure and in their narrow minded view, why would anyone one would want to view or possess imagery of either nudism or of pornographic nature,. whether for sexual or artistic appreciation? This country is hideously unique in the world to have such harsh laws governing imagery of under 18's, they automatically assume you are a paedophile if you so much as have photo of your own kids playing in the garden au naturelle, the most outrageous scenario is that of Naturists who have imagery of theirs and their friends children in the Naturist environment and Art Galleries who have artistic imagery in this catergory. The UK is so so backward looking and this stance only makes the situation worse, if you hold down the lid on a boiling pan, it will explode!!! Whoever wins the election it seems that the race to put the clock back to the dark old days of the 1950's is unstoppable. UK - China of the West?

Thats the worst case scenero but as I said in one of my earlier posts David Cameron is friends with the owner of sky Rupert Murdoch and another thing Britain has always prided itself on freedom and democracy and I honestly think once ofcom are done away with free to air pussy shows will become the norm and the tories will just turn a blind eye to it as all the 900's are pin protected and can be switched off and thus meets all legal requirments, most people here are predicting doom and gloom but I do think you'll all be surprised just how far these channels can go given more power and less interference.

So, we have all this censorship in the UK. How are we benefitting as a society from it? What actually is it achieving?

As far as I can see around me I where I live, it has absolutely no benefit at all.

What are Ofcom afraid of, and what do they think will happen if we were allowed to see these naughty things on our tele?

I wish the broadcasters would grow some balls. Useless twits.

the way the uk is going with the digital economy bill its becoming the united kingdom of china and don't kid yourself the torries are no better they were all for the bill what allows censorship and if they did get rid of ofcom they would just bring in a new thing with more power like they tired under the digital economy bill

Irrespective of who wins the election the babe channels will still continue and evolve into airing stronger material, so long as there is a demand for this type of material it will continue to air, this country will never ever be as censered as China as we have always had a strong democracy and to be as censered as that country would be an infringment on our human rights, the minority will always be out to get them but as for the Government, believe me they have more important matters to worry about than some late night slapper channels.
