I don't think that that is the case. The electoral math at FIFA simply makes it impossible for Platini to win.
There are just over 200 member associations and they each get one vote. For the vast majority of them, the FIFA scandals that we know inside-and-out because they are so assiduously reported are just a minor footnote -- a silly little foible of that grumpy British media. All they really care about is the following...
1. Has FIFA income increased under Blatter? YES, very much (although how much of it is really down to him is debatable)
2. How has that income been redistributed amongst the member associations? And this is where Blatter has been very canny over the years, making sure that all of the voting associations share in the FIFA spoils.
Based on those two factors alone, he is unbeatable. It is only a small minority of countries that care about the criminality, corruption, incompetence and lack of transparency.
So I don't think Platini was bought off. I think he just did the math and figured (rightly) that he couldn't win.

Where do they find these people?
Sterling, Markovic, Ibe, Sturridge... clearly none of those have pace.
