Hull. It's almost always like this though. It's mainly because there's too many people on 3's network (them being the cheapest) and clogging it up.
Early in the morning, when there's not as many people online, it's fine.

3 is supposedly bringing 4G to Hull in Q1 next year, so as people move over to that, the 3G network should get less crowded.
