Are you talking about Perv Cam. If so I don't why people keep asking for cam levels. Why not speak to the model and ask why they go harder on cams. Since they act like it has no effect on other softer glamour(non fetish) shoots.

Its Privacy. The problem is its having massive negative effect. If you have people who claim to be fans of a model. Then request the model, who is know to do a soft nude or lower levels. Then when I tell them, that's what's on offer, it suddenly becomes a deal breaker. Why is this?

The cynic in me says it's because they won't pay unless it's harder and even then will look to download it for free rather than pay for all the time and effort put in to producing the video.
