I think Wegner's brilliance is getting people in with a point to prove. Viera, Henry and Anelka especially comes to mind and getting proven quality players in at rock bottom prices eg Sol.
I think he feels getting an inflated priced superstar in with nothing to prove will undo what he is trying to do. I would wager that Wegner is well aware of the cycling guru Dave Beresford work on the hunger index. Even Ozil looked like a forced signing to me.
