I can't really see how the tier system would've been sufficient to get a grip without a 2nd lockdown. Tier 3 needed strengthening, tier 2 worked to some degree & tier 1 is about as much use as a chocolate fire-guard. If you consider that the new tiers have been decided on, after the first 3 weeks of a 4 week lockdown with stricter rules than the original tiers, despite that, most have either stayed in tier 3 or moved from 2 to 3.
