Do those Asian and Eastern/Northern European countries at the top of the table get a faster service just because they pay more, or is there some other explanation? Anyone know?

I think it's down to the fact, that most of there telecommunication network is fiber-optic, and not cable, like ours. We've had the telephone network longer than most, so our system was old to start with. So our communication company's are reluctant to spend the capital needed to upgrade the entire network in one go, so we end up with varying speeds throughout the regions. |
