You're absolutely right. Here are two examples of companies which have just been liquidated rather than pay the PSA fines.

Scam of the month! A company advertised assistance for passport applications at £1.50 per minute but calls were actually forwarded to HM Passport Office.

The PSA have announced that it will cease to exist next year and the regulation of premium rate phone services will be taken over by Ofcom.

Ofcom take over as the regulator on 1 Feb.
