How do some newspapers get away with advertising a price on the front that isn't the real price?

The thing I find scary about this ad is the commentary, where it mentions 'pulling in the pile'. Who in their right mind would have a powerful vacuum cleaner anywhere near their hemorrhoids?

Speaking of the Daily Star, how come it's 20p for a physical copy and 79p on Pressreader? A complete rip off if you ask me!
