From my point of view I just want to see beautiful girls looking beautiful and that would inspire plenty of personal pleasure for me!
I would like to see silicone-free, tattoo-free girls standing up and walking about on spacious sets. To my mind, a view of a beautiful girl's sexy bottom as she walks around would be preferable to a perv-cam view of her "bits".

Shower scenes would be good, provided that the cameraman has enough wit to show whole bodies and not just torsos. And obviously I would love some sweet and sensuous lesbian touching if at all possible.

Hire Macy Leigh, Cara Brett and bring back Dannii Harwood even though it would cost a bomb to bring them in, so i'd have to let a few girls go to get them off the wage bill, even a few i like who do poor/lazy shows

Pay for Tori to travel by plane/train/helicopter/limousine

Hire new blondes/good performers of the quality of Tommie Jo, Amber Jade and Jenna Hoskins, hire glamorous natural girls of the calibre of Tegan Jade, and hire/keep girls who im not a fan of as long as they are very good for business.

No one over 40 is eligible to join BS even if they are still wildly popular and attractive.
Girl next door types, heavily tattooed girls and pornstars will be kept to a minimum, this isn't Xpanded or S66

I'd lower the cost of calls, pervcam, webcam, vibratoys & membership.

I'd create a diverse roster of women that caters to all tastes.
