They committed a lot of storyline in Arrow series 7 and 8 on top of making the future characters series regulars on Arrow so I feel they were fairly certain of going ahead with the spinoff beforehand, barring anything drastically bad or negative.
Think it will get a shorter episode order when (if) it goes ahead, probably 13 episodes.

From what I heard the everything was hinging on the ratings which were as high as crossover. Plus with what crisis has done it’s the arrowverse a lot more interesting.

After watching the Back door pilot differently prepared to give this show a chance, it’s gonna hard not having Oliver around but if we get good story arcs I’ll give the show a chance.
