There's a credible scenario for all this in your post. You're perfectly right to remind us of the interesting timing of these events and the reasons we heard for 66 taking on 903 in the first place.
When you look at how 66 used the channel it does kind of underline it. They never really had the babes to cover 903 properly and only ever flirted with using it as a distinct channel. It does have the appearance of squatting to protect market share gained from RLC's misfortunes.
And now it could be seen as job done for them perhaps. RLC are struggling to stay on the web let alone garnering any aspirations for a return to TV these days. There's no longer any need to keep them off 903.
More generally, perhaps we can also say that simulcasting doesn't appear the last resort for the operators that one might intuitively think it to be. There looks to be a case for just ticking over covering the rental costs while expanding your presence on the epg, especially on a low channel number. And of course without the outlay on a particular babe specifically for that channel its overheads are less than what they might otherwise be.
Costs are in effect spread between the two channels the babe is on. So both channels can do less well individually than they would have had to have done if a different babe had been on each channel and still turn a profit.
Given all this, it does indeed beg the question of how much BS will be simulcasting now they have all these channels on Astra. To populate them all with individual babes will be complex and costly.
Still, 66 must have realised BS could jump on 903. If we're on the right track here, either that's seen by them as not as troublesome as the return of a vibrant RLC or there may be a feeling that BS could over reach themselves with doing too much at once? Enough rope and all that.

It will be interesting to see were this new Babenation Extra channel fits into the grand scale of things, it has a brand new Ofcom licence .
I wonder if they might be taking over fully one of the TVX channels they currently use, so will need their own licence ?.
channels 903 and 907 that BS broadcast on during the day are TVX channels, and so is Sky channel 911 "Dirty Talk" info here http://static.ofcom.org.uk/static/radiolicensing/html/tv/cs/tlcs000440ba3dirtytalk.htm
TVX don't use 911 at all either day or night, only BS use it,
so maybe this channel could be the one that Babenation Extra broadcasts from ? .
Also The Silent Majority questioned in a earlier post, could Babenation Extra be the Sky version of the freeview Babestation Xtra encrypted channel ? .
