Sounds like they're getting nervous about collateral damage from their herd immunity approach.

More than likely they'll realise the herd immunity approach might not actually WORK

The herd immunity is plausible to work considering the overwhelming number of people who contract this won’t suffer more than mild symptoms such as a dry cough and high fever. The problem is there appears to be no definitive guarantee of said symptoms, seems to effect each person completely different, 2 people same age could suffer differently even without underlying health issues. Plus there’s no way to know the affects of potentially getting it surviving then contracting it again. Locking down the elderly and vulnerable to “protect” them but let everyone else potentially catch it seems a tad arse about face.

I do believe that this thing has been around for a while, almost certainly before it became worldwide 2 months ago. People this winter seem to have been coughing more than I’ve heard for a while ,not even the usual sneezing that occurs with regular flu/colds. Makes me wonder how long this thing has been around before it was confirmed.

You could be right, it could have been around longer than we previously thought this winter but it depends if anyone would be able to even confirm that it was around way before it's explosion in China & subsequent worldwide spread
