Part of Russia's plan is to cut Ukraine off from the sea, taking Odessa would basically land lock the country, so possibly, given the location.
Starting shit inside Moldova, then Russia coming to help the 'break away' region, could be a thing, any fucking excuse for to be in that area.

Yes it looks like Russia is staging false-flag attacks in Transnistria. Ukraine saw this coming and has already blown up the railway lines connecting Transnistria to Odesa.
