Go to your group memberships page, and click 'join group' next to the Kelly Bell group. Your request has to be approved manually, so it may take a little time before you find out whether you've gained access.

i bought subsriptions for kellys website twice at least 6 months between each subscription and there was no difference in the site either time am i eligible?

Today 47 applications for membership of Kelly's group were declined, as the 47 members concerned had not made any posts in the forum. If you are one of these 47, please note that Kelly does not admit non-posters into her private section and the applications were declined for that reason, but you are very welcome to apply again in the future.
