An extract from their Participation TV consultation document (see: http://www.ofcom.org.uk/consult/condocs/participation2/responses/withheld7.pdf ) says that "despite this, “babe” channels have been subject to a high and disproportionate level of scrutiny, with channels assigned their own compliance officers and, in some cases, having to discuss and agree content in advance of transmission" - so its no wonder theres been a taming down now most channels are on wider distribution through freeview! There was a risk that all the Babe channels would have to go encrypted or close down because they use premium rate phone numbers to generate £££ and Ofcom say that's advertising. Ofcom could not cope with 50 responses, and more that a year later have STILL not decided what new rules to apply.
