It's their lame attempt to build anticipation for behind the scenes perv cam sessions and when the women actually do go topless during the night shows.

Take a look around the internet and you'll find many of the day women showing everything on their perv cams, yet still not going topless when on the night shows. It's all up to the producers, unless a particular woman is extremely shy (Extremely rare) or has just had breast surgery.
