It could down three different routes, they could use the modern Batman villains that have popped in the comics, or the usually well known villains with a modern twist or the really obscure villains from Batmans history. It as there going down a more realistic approach probably not someone with powers. They could easily use Scarecrow, Mister Freeze, Harvey Dent/Two Face or if they wanna keep down the mobster theme Black Mask, throw in the Joker into the mix. With series and The Batman 2 possibly more then one villain.
Also Matt Reeves takes inspiration from the graphic novels with the first film so there maybe clues there.
