Apparently can't do it when yellow jersey has a mechanical problem but if a rider gets taken out by another rider then it is fair game. There's an unwritten rule that you don't attack the Yellow Jersey if he has a mechanical issue, is recovering from a crash or has stopped for a "natural break". If it's early in the stage then they will usually ease up for another GC contender but once the race is on towards the end of the stage it's not going to happen.
