If anyone's going to be a rule-maker, they have to remain consistent, and Ofcom simply aren't. I sympathise with the girls who must be so unsure of what they can and can't do. It would be political suicide to disband them.The broadcasting side of their remit is actually considered to be secondary to their primary function of enforcing competition within telecommunications. As much as we would like to see it the only alternative outcome would be another body with at least the same power and remit. As far as Ofcom goes, its already been announced that it will be merged with PostComm, so if you order a pair of used knickers from BangBabes the postman may decide not to deliver them. Also announced is that Ofcom will loose about 9 high level regulatory powers, like automatically reviewing Public Service Broadcasters every few years and reviewing broadcaster ownership. There has been no word - either way - about easing up on detailed program regulation, so short answer is its neither good nor bad news, just a stepping stone. |
