If I didn't know better, I'd suspect somebody in the political classes has been watching that old Peter Cook film "The Rise And Rise of Michael Rimmer" where an unscrupulous type gets himself into Parliament, and then to promote "democracy" introduces a scheme of compulsory voting whereby the electorate has to vote on every single issue that comes before Parliament, day and night.
So after vote-after-vote-after-vote on generally unimportant and tedious procedural matters at all hours, they finally all vote "yes" on a bill to give up their right to vote, and leave him as Dictator.
