Actor Karl Yune has been cast as Maseo Yamashiro he will play Oliver Queen's Hong Kong handler in flashback scenes, and he also will evolve into a teacher and a friend who helps Oliver step ever closer to becoming the superhero he is today. In comics Yamashiro is the husband to Katana.

Brandon Routh who played Clark Kent/Superman in Superman Returns will be join Season 3 of Arrow in a recurring role he will be playing Ray Palmer aka The Atom. He will play an unexpected role in Oliver and Felicity's lives as the new Queen Consolidated owner and whose intentions with the company's Applied Sciences division are a mystery.
