I thought the explanation was that Cyclops was missing, but presumed dead but not actually?
There are loads of incarnations of The Flash as far as I know, was bored last night so was reading the Wiki.. but they're all bloodline relatives.

Yeah there are two current Flashes, Wally West and Barry Allen, but Jay Garrick also floats about and is an ex-Flash, he's retired now, and there was Bart Allen who was the Flash in 2007 but was (really rather shockingly and brutally) killed off.
Also Seth Rogen is going to be the Green Hornet, he is writing the script and it is pretty much a done deal that he is going to be the Green Hornet in it. Also to play Green Lantern it is apparently a toss-up at the studio between Nathan Fillion and David Boreanaz, I would be very happy with either but I don't know which one I prefer.
